Financing Assistance

CAPTEC has been and continues to be actively involved with funding options for projects, whether grants, such as the St. Lucie River Issues Team -local river cleanup river funds / FDEP 319 grants / Florida Forever / CDBG / NRCS / FDOT grants and loans, State Revolving Funds, and funding utilizing Special Assessment concepts (such as developing Special Assessment and Community Development Districts(SAD/CDD) bond projects).

Bond Financing

CAPTEC has prepared bond financing (CDD / SAD) reports for CRA improvements for the City of Port St. Lucie’s CRA. Within this project, the City had to equitably distribute costs based on the benefit to each individual parcel within the CRA.

Assessment Proposals

CAPTEC has developed assessment proposals for utilities based on Equivalent Residential Connections (ERC), square footage of projects and front linear footage. CAPTEC can provide analysis and assist municipalities’ financial consultants in developing these programs.

Community Development Block Grant

CAPTEC has helped prepare Community Development Block Grant (CDBG) applications. We have also been involved with the administration of these grants. CAPTEC employees have participated in the DCA CDBG workshop program.

American Recovery and Reinvestment Act

Most recently CAPTEC has helped secure American Recovery and Reinvestment Act (ARRA) funding for the City of Stuart. CAPTEC assisted the City of Stuart and Martin County by preparing the proper NEPA documentation for this Transit Depot project and the necessary funding application responses.
